Mayer, a Columbia Business School economist. With 15-year fixed-rate mortgages at about 4.5 percent, it also makes sense to pay off the mortgage and keep the house. &#8220;At this point,&#8221; says Jay Brinkmann, chief economist of the Mortgage Bankers Association in Washington, D.C., &#8220;if they don&#8217;t have anything else that is bringing a tremendous return, then they are buying themselves an annuity by paying their house off sooner than they needed to.&#8221; Source: The Wall Street Journal, M.P. 			<content:encoded><![CDATA[<p>Pending home sales have risen for three consecutive months, reflecting the broad impact of the home buyer tax credit and favorable housing affordability conditions, according to the NATIONAL ASSOCIATION OF REALTORS®.</p>
<p>The Pending Home Sales Index, a forward-looking indicator, rose 6.0 percent to 110.9 based on contracts signed in April, from an upwardly revised 104.6 in March, and is 22.4 percent higher than April 2009 when it was 90.6. That follows gains of 7.1 percent in March and 8.3 percent in February.</p>
<p>Pending home sales are at the highest level since last October when the index reached 112.4 and first-time buyers were rushing to beat the initial deadline for the tax credit. The data reflects contracts and not closings, which usually occur with a lag time of one or two months.</p>
<p>Lawrence Yun, NAR chief economist, said this second round of surging sales from the tax credit extension looks as strong as the original tax credit. “There were concerns that only a small pool of buyers were left to take advantage of the tax credit extension. But evidently the tax stimulus, combined with improved consumer confidence and low mortgage interest rates, are contributing to surging sales,” he said. “The housing market has to get back on its own feet and now appears to be in a good position to return to sustainable levels even without government stimulus, provided the economy continues to add jobs.”</p>
<p>NAR expects a net of 1 million additional jobs in the second half of this year and about 2 million in 2011.</p>
<p>“The home buyer tax credit brought close to 1 million additional buyers into the market, which is now helping the trade-up market and has significantly improved the inventory situation. This stabilized home prices more quickly and has preserved about $900 billion in home equity; in turn, that is keeping additional households from going underwater and risking foreclosure,” Yun said.</p>
<p>Pending Home Sales Index by region:</p>
<p>Northeast: jumped 29.5 percent to 97.9 in April and is 24.5 percent above a year ago.<br />
Midwest: rose 4.1 percent to 104.2 and is 17.9 percent above April 2009.<br />
South: slipped 0.6 percent to an index of 123.9, but is 31.3 percent higher than a year ago.<br />
West: increased 7.5 percent to 107.9 and is 12.0 percent higher than April 2009.</p>
<p>“A big concern surfacing recently is insufficient time to close the deal at the settlement table. Under normal circumstances, two months would be enough time from contract signing to settlement date,” Yun said. “However, the recent housing cycle has brought long delays related to the short sales approval process by banks, and from ongoing appraisal issues.&#8221;</p>
<p>He added that there could be a sizable number of home buyers who responded to tax credit incentives, but may encounter problems meeting the settlement deadline by June 30. Because of these market challenges, NAR has asked Congress to provide flexibility on the deadline for closing.</p>

			<content:encoded><![CDATA[<p>Buying a home should be fun, not stressful. As you look for your dream home, keep in mind these tips for making the process as peaceful as possible.</p>
<p>1. Find a real estate agent who you connect with. Home buying is not only a big financial commitment, but also an emotional one. It’s critical that the REALTOR® you chose is both highly skilled and a good fit with your personality.</p>
<p>2. Remember, there’s no “right” time to buy, just as there’s no perfect time to sell. If you find a home now, don’t try to second-guess interest rates or the housing market by waiting longer — you risk losing out on the home of your dreams. The housing market usually doesn’t change fast enough to make that much difference in price, and a good home won’t stay on the market long.</p>
<p>3. Don’t ask for too many opinions. It’s natural to want reassurance for such a big decision, but too many ideas from too many people will make it much harder to make a decision. Focus on the wants and needs of your immediate family — the people who will be living in the home.</p>
<p>4. Accept that no house is ever perfect. If it’s in the right location, the yard may be a bit smaller than you had hoped. The kitchen may be perfect, but the roof needs repair. Make a list of your top priorities and focus in on things that are most important to you. Let the minor ones go.</p>
<p>5. Don’t try to be a killer negotiator. Negotiation is definitely a part of the real estate process, but trying to “win” by getting an extra-low price or by refusing to budge on your offer may cost you the home you love. Negotiation is give and take.</p>
<p>6. Remember your home doesn’t exist in a vacuum. Don’t get so caught up in the physical aspects of the house itself — room size, kitchen, etc. — that you forget about important issues as noise level, location to amenities, and other aspects that also have a big impact on your quality of life.</p>
<p>7. Plan ahead. Don’t wait until you’ve found a home and made an offer to get approved for a mortgage, investigate home insurance, and consider a schedule for moving. Presenting an offer contingent on a lot of unresolved issues will make your bid much less attractive to sellers.</p>
<p>8. Factor in maintenance and repair costs in your post-home buying budget. Even if you buy a new home, there will be costs. Don’t leave yourself short and let your home deteriorate.</p>
<p>9. Accept that a little buyer’s remorse is inevitable and will probably pass. Buying a home, especially for the first time, is a big financial commitment. But it also yields big benefits. Don’t lose sight of why you wanted to buy a home and what made you fall in love with the property you purchased.</p>
<p>10. Choose a home first because you love it; then think about appreciation. While U.S. homes have appreciated an average of 5.4 percent annually over from 1998 to 2002, a home’s most important role is to serve as a comfortable, safe place to live.</p>

			<content:encoded><![CDATA[<p>Members of the U.S. military, foreign service and intelligence communities have another year to purchase a home and claim the home buyer tax credit.</p>
<p>Any service member who is or has been on extended duty for 90 days or more between Jan. 1, 2009 to April 30, 2010, has until April 30, 2011, to sign a sales contract and until June 30, 2011, to close on the property. Both the $8,000 first-time and the $6,500 repeat home buyer tax credits are included in the extension.</p>
<p>The rule that requires buyers to repay the credit if they move out of their home within three years has also been waived for qualified service members if they receive government orders to move.</p>

			<content:encoded><![CDATA[<p>NEW YORK (CNNMoney.com) &#8212; Existing home sales jumped 6.8% in March, with home buyers racing to get a tax credit that expires in April, according to a real estate industry report released Thursday.</p>
<p>The National Association of Realtors reported that existing home sales rose last month to a seasonally adjusted annual rate of 5.35 million units, up from the revised rate of 5.01 million in February. Sales year-over-year were up 16.1%.</p>

<p>Analysts surveyed by Briefing.com had expected the March sales rate to hit just 5.29 million annual units.</p>
<p>Home resales have been above year-ago levels for nine straight months, according to the report.</p>
<p>&#8220;Buoyed by the unseasonably warm weather, home owners were out en masse scooping-up bargain-priced real estate,&#8221; said Bob Walters, chief economist at Quicken Loans, in a research note.</p>
<p>In its February report, NAR said winter storms hurt figures for the month.</p>
<p>&#8220;Adding to the increase in sales [for March] is the looming deadline of the government&#8217;s home buyer tax credit,&#8221; Walters said.</p>
<p>First-time home buyers can qualify for a tax credit of up to $8,000, while those who are trading up could get as much as $6,500. In either case, buyers must sign contracts by the end of April and close the deal before July 1 in order to get the credit.</p>
<p>Legislators have twice extended the deadline to obtain the tax credit, but a further extension is not expected.</p>
<p>The tax credit &#8220;has been a resounding success,&#8221; NAR chief economist Lawrence Yun, said in a prepared statement. &#8220;This is preserving perhaps $1 trillion in largely middle class housing wealth that may have been wiped out.&#8221;</p>

Price and inventory: The median price of homes sold in March was $170,000, up 0.4% from March 2009. Distressed properties made up 35% of the houses sold during the month.</p>
<p>Total housing inventory rose 1.5% to 3.58 million existing homes for sale. That&#8217;s an 8-month supply at the current selling pace, down from and 8.5 month supply in February.</p>
<p>Sales by property type: Single-family home sales rose 7.3% to a seasonally adjusted annual rate of 4.68 million in March from a pace of 4.36 million in February, and were 13.3% above the pace 12 months ago.</p>
<p>Condominium and co-op sales rose 3.1% to a seasonally adjusted annual rate of 670,000 units in March, from 650,000 in February, and were 39.3% above March 2008&#8217;s rate.</p>
<p>Sales by region: Total existing home sales rose the most in the Midwest, up 7.2% in March to an annual pace of 1.19 million. That&#8217;s up 15.5% from a year ago.</p>
<p>Sales in the South rose 7.1% to an annual rate of 1.97 million; the West gained 6.6% to 1.3 million; and the Northeast was up 6% to 890,000.</p>
